Relax, get a grip, don't pee all over yourself. No politics here - Just some fun. Well, almost no poly-ticks.
Load an image into Photoshop
Create another layer with Shft-Cntrl-N or right-click on the background layer in the layers palette and select Duplicate Layer.
Click on Foreground color and chose the new color you want to replace with the old color.
Paint over the area you wish to change - no need to be too careful.
Now change the blending mode of the copied layer to Hue
Voila!
Clean up with the eraser tool
Flatten image and save.
Done!
